Work order starting items, or issued items, are supplied by the profession trainer who gives you the work order quests. You will always receive extra issued items from the trainer. For example, if you must craft 6 items, you will be issued supplies to craft a total of 8 items. This allows room for failure while crafting. All work orders, with the exception of the 1p, will require you to purchase additional supplies from a crafting vendor to be able to complete the work order.
